Executive Memorandum 98-043 for California State University, Chico's Community Outreach Role describes Chico State's outreach policy with employee volunteers. https://www.csuchico.edu/pres/em/1998/98-043.shtml In this EM it states "Service to the external community is accomplished through volunteer activities of students, faculty, and staff, contracted services of faculty, and partnerships between campus entities and public agencies and private enterprises."
The University provides many opportunities for faculty and staff to volunteer, like the Creek Clean Up, Blood Drive, Moving Day by University Housing.
Staff members are allowed with supervisor permission to dedicate a certain amount of work time each month to serve on governing boards, organizations, and committees. Faculty who volunteer in the community can report that in their Service for Retention/Tenure/Promotion.
The campus also provides compensation to employees serving as jurors.

CSU Chancellor's Office is also committed to serving the economic, public policy and social needs of our state. CCE supports that goal by working with the campuses to promote community engagement, including community service opportunities, service learning, community-based research, and other community-based activities.
