A brief description of the methodology/tool used to calculate the percentile local or regional rainfall events for which the institution manages runoff on-site using LID practices and green infrastructure:
In compliance with section 438 of the Energy Independence and Security Act of 2007 (EISA), CSULB follows the guidelines for calculating the 95th percentile rainfall event as outlined in the U.S. Environmental Protection Agency’s (EPA) “Technical Guide on Implementing the Storm water Runoff Requirements for Federal Projects under Section 438 of the Energy Independence and Security Act.”

The 95th percentile rainfall event is determined using long-term daily precipitation records from NOAA’s National Climate Data Center. Small rainfall events that are 0.1 inch or less are removed from the data set since they do not typically cause runoff and could potentially cause the analyses of the 95th percentile storm runoff volume to be inaccurate. By analyzing the frequency and rainfall depths from daily rainfall records over 24-hour periods, the 95th percentile storm event can be determined.

The campus' Environmental Health & Safety team calculates the 95th percentile rain event as part of any Stormwater Pollution Prevention Plan (SWPPP) that is required of every campus construction project greater than 1 acre.
