CSULB's Climate Action Plan (adopted in 2014) identified the opportunity to transition more of the campus fleet to low and zero-emissions fuel sources as one strategy for reducing overall campus greenhouse gas emissions. In September 2014, the CSULB Sustainability Task Force, now the President’s Commission on Sustainability, approved a proposal to establish a Clean Fleet Policy for the University, which would require all departments to purchase the cleanest vehicle available according to the intended use of the vehicle. At the system-wide level, the CSU Board of Trustees reaffirmed their commitment to reduce system-wide facility greenhouse gas (GHG) emissions in the CSU Sustainability Policy (adopted May 2014). They specifically mentioned the purchase of fleet vehicles in achieving this goal, stating, “Emissions will include both state and auxiliary organization purchases of electricity and natural gas; fleet, marine vessel usage; and other emissions the university or self-support entity has direct control over.” Additionally, campus vehicles purchased must adhere to state and federal mandates. The CSU system-wide fleet vehicles policy (adopted in 2018) sets the campuses towards a gradual zero emissions vehicles (ZEV) goal for the campuses. Specifically, it is to increase ZEVs by 5% annually through FY 2024/2025 to a total of 50% of light-duty fleet vehicle purchases. All of these goals were reinforced in the university's Climate Action and Adaptation Plan, adopted in 2022.
