Concordia Board of Governors is the senior governing body of the University and is responsible for establishing the legal and administrative framework for the University. It has superintending and reforming power over all decisions affecting activities held at the University or connected with the University. By-laws of Concordia University, Section 7 - Membership of the Board of Governors: The composition of the Board of Governors must reflect the various segments of the community it serves. A variety of experience and expertise profiles must be sought in appointing members of the Board in order to enable the Board to exercise its functions properly.

The Board of Governors is composed of twenty-five (25) members including: - Fifteen (15) external Governors, thirteen (13) of whom shall be nominated by the Governance and Ethics Committee of the Board of Governors and two (2) of whom shall be nominated by the Concordia University Alumni Association; An external Governor is any member who represents the community-at-large. The Governance and Ethics Committee is composed of no fewer than three (3) external Governors and is chaired by an external Governor.
