Penn State utilizes a Excel-based calculation tool customized for Penn State's emissions profile and data availability. Emissions factors and calculation methodologies are based on EPA MRR and WRI guidance. Scope 3 Emissions: Commuter miles extrapolated from a 2021 Campus Commuting survey, wastewater based on utility bills, solid waste based on number of trash bins\dumpsters, size and pickup frequency. Air travel emissions estimated from annual expenditures. Some data carried over from year to year.

Penn State Behrend is not large enough to require an inventory of significant air emission under Air Quality regulations. It is required at the (main) University Park campus of Penn State primarily due to the centralized steam\power plants.
