Purdue University Procurement Services is part of Administrative Operations. The department is responsible for the procurement of goods and services for the University. This includes ensuring purchases are made in accordance with the University's procurement rules. As a rule, Purdue puts forth on all quotes to include at least one Minority-, Veteran-, or Woman-owned business in the quote process.



Additionally, The Office of Supplier Diversity (OSD) is responsible for cultivating the use of diverse suppliers in the University’s supply chain. The department works closely with Capital Program Management and Procurement Services to seek out and encourage the utilization of small and diverse businesses in its solicitations. Additionally, OSD facilitates outreach and networking while providing educational resources for the supplier community and organizations within the University.

The Consultant’s Handbook (CHB) is a university publication designed as a concise and easily referenced handbook to outline the administrative and technical nuances involved in providing professional services to Purdue. Within the CHB, the university calls out several Expectations of Design, including the expectation: “Design of facilities and infrastructure should strive for optimum value at lowest cost. Facility use, expected design life, and life cycle cost should be considered in this evaluation.” Additionally, in the CHB, the Energy Modeling guidelines specify that ECM options must be presented as reductions or increases in annual energy cost, annual energy consumption, and on a Life Cycle Cost basis.

Food service providers

Purdue’s current retail dining agreement has multiple Key Performance Indicators, one of which is to require the awardee to develop a local sourcing plan for food. The plan must be approved by the university, and the awardee must achieve 95% performance on the local sourcing plan in campus-wide operations to avoid penalties.

Garments and linens

Purdue is affiliated with both the Fair Labor Association (FLA) and the Worker Rights Consortium (WRC) to help ensure that products bearing University marks are not manufactured by companies utilizing abusive labor practices. Purdue, in connection with the Collegiate Licensing Company, the FLA and the WRC, has adopted labor code standards that cover various issues, including wages and benefits, working hours, child labor, health and safety, and freedom of association.



Additionally, Purdue’s agreement with the Collegiate Licensing Company requires the company to assist in preventing labor issues with suppliers and/or providers by implementing Corporate Social Responsibility standards, promoting consistent standards and procedures that benefit licensees, participate in industry discussions and initiatives, require the disclosure of all factory site locations and tracking of this information.

Purdue University encourages the inclusion of minority-, women- or veteran-owned business and the use of Indiana vendors whenever possible.



The Supplier Diversity Office works in conjunction with Procurement Services to assist in building relationships with businesses owned by minorities, women and veterans. Suppliers who contract with the University will be required to interface with the Supplier Diversity Office’s software program for tracking of their subcontractor diversity spend.
