A. Postconsumer Recycled content products:

1) For purchases greater than $50,000, the University is required to follow the provisions of the Commonwealth of Virginia Procurement Manual for Institutions of Higher Education and their Vendors (https://vascupp.org/hem.pdf) including Section 5. Item G. Recycled Content (page 17).

2) For purchases less than $50,000 (small dollar purchase procedures), the university follows the procedures outlined in the Radford University Procurement and Contracts Procedure Manual. The entire manual can be found at https://www.radford.edu/content/procurement/home/Manual.html. Chapter 30 – Special Types of Purchases includes a provision for Copy Paper (30.1.1) to be purchased per Executive Order #82 (Governor Kaine) “Greening of State Government”, requiring copy paper to be 30% minimum recycled copy paper. Paper meeting this requirement is available on the UVA cooperative contract with The Supply Room Companies.

B. A stated intent to support disadvantaged businesses, social enterprise and/or local community based businesses:

1) In the university’s Level II Memorandum of Understanding with the Commonwealth of Virginia for Delegated Procurement Autonomy, the university must develop an Annual SWaM Procurement Plan, signed by the university president. 2) The university is required to follow Executive Order Number Twenty (2014) Advancing Equity For Small, Women, and Minority Owned Businesses (Governor McAuliffe)

We have the following special term and condition that is included in all relevant solicitations:
RECYCLED PAPER: Radford University in determining the award of any contract for paper and paper products shall procure using competitive bidding and shall award to the lowest responsive and responsible bidder bidding recycled paper and paper products of a quality suitable for the purpose intended, and in accordance with current EPA procurement guidelines for paper and paper products, so long as the bid price is not more than ten percent (10%) greater than the bid price for the lowest responsive and responsible bidder offering a product that does not contain recycled materials.

Bidder agrees to furnish upon request, a minimum of fifty (50) sheets of paper stock offered. Paper stock to be used for testing on Radford University equipment (may specify equipment that paper will be tested on) to ensure compatibility. If requested, samples must be delivered

The following statement of needs was included in the solicitation issued 11/6/17 for Multifunction Digital Devices & High Speed Printers.

STATEMENT OF NEEDS

Radford University wishes to secure the services of a Contractor to provide Leased Multifunction Digital Devices & High Speed Printer Services as defined in this Statement of Needs.

A. General:
1. The main objective of the RFP is to create a contractual relationship with a contractor that will provide an all-inclusive managed print service program (including equipment, maintenance, repair, and toner except for paper or as negotiated) for all MFD’s currently in service at the University’s main campus and selected remote sites. The University seeks to form a partnership with one contractor that will replace the existing Maintenance Services agreement and include provisions to allow departments which do not totally participate in the initial implementation, to phase-in as their business processes and priorities become more aligned with an all inclusive managed print concept.
2. The University also seeks to streamline the student pay for print services. The University’s target goals as follows:
• Streamline operations, standardize equipment, and increase efficiency
• Reduce energy consumption
• Reduce space needs
• Reduce the environmental impact (support sustainability)

We contract our food services with Compass Group USA (Chartwells). We included the following statement in the RFP that was issued July 27, 2011:

G. Sustainability Requirements:

1. Radford University is committed to being a model for sustainable campus practices and policies and has been recognized for our stewardship of economic, social, and environmental resources and for our academic commitment to sustainability. Sustainability is part of the University mission, and it is critical that the Contractor understand the commitment that the University has made to this issue. Food vendors who support this concept are specifying products from farms and vendors that produce food in environmentally friendly and socially responsible ways, educating consumers and others, in the food systems about the benefits of sustainable agriculture and practices. Additional consideration will be given to those proposals that demonstrate the ways in which they will help the University attain its sustainability goals.

2. The Contractor shall support and procure food products that meet sustainability standards in the areas of pesticide reduction, soil and water conservation, wildlife habitat conservation, care for livestock, and safe and fair working conditions to the maximum extent feasible during the performance of this contract.

3. The Contractor shall utilize sustainable, “green” cleaning products to the maximum extent feasible during the performance of this contract, with an emphasis on using products that are: biodegradable, less toxic, with minimal use of unnecessary dyes and fragrances.


4. The Contractor shall participate in future campus based education efforts to promote awareness and understanding of sustainable agriculture, benefits of local foods, organics, and of “green” products and systems (i.e. recycling and composting).

5. The Contractor shall reduce the environmental impact, where and when feasible, created by disposable “to go” food and beverage containers by using biodegradable containers and utensils whenever possible. Additionally, efforts shall be made to maximize opportunities to reduce overall packaging required for food (i.e. use of paper wraps for sandwiches rather than traditional plastic “to go” containers that are unnecessarily bulky and take longer to biodegrade).

6. The Contractor shall use paper napkins made with high levels of post-consumer recycled content.

7. The Contractor shall provide annual and quarterly reports to the University documenting the total cost and percent of purchases made from local vendors (within 250 miles of the University) for fruits, vegetables, dairy, flour, eggs, beef, pork, chicken, and fish. The goal shall be to maintain minimum annual levels of local foods while increasing the rate one percent per year over the life of the contract.

8. The Contractor shall coordinate the collection of materials from recycling bins for all catered events that serve beverages or other items in recyclable containers.

9. Where available, and within reasonable costs, the Contractor shall seek to purchase equipment that is Energy Star rated.
