A brief description of the policies and/or guidelines to improve outdoor air quality and minimize air pollutant emissions from mobile sources:
SDSU's submits emissions data surrounding our cogeneration plant annually to the CA Air Resources Board and with that includes our GHG Monitoring Plan.

A brief description of the methodology(ies) the institution used to complete its air emissions inventory:
Fuel use is from gas turbines, duct burners, and boilers at the cogeneration plant. The emissions factors are from the April 2019 source test (attached).
SDSU's cogeneration plant consists of 2 Taurus 60 natural gas turbines rated at 27,000 lbs/hr of steam each and a steam turbine for the combined cycle. Total rated steam output with duct burners is 88,000 lbs/hr.
