"In March 2012, the SUNY system evaluated energy management software applications through a public procurement process. They determined that EnergyCAP Enterprise offers the comprehensive features required by a large statewide university system. Each SUNY campus now submits monthly utility bill data to SUNY’s EnergyCAP database for system-wide summary energy reporting and analysis.
EnergyCAP helps SUNY comply with the Executive Order mandated by Governor Andrew M. Cuomo to meet the Governor’s energy reduction target.The mandate states that, “By April 1, 2020 all affected State entities shall collectively reduce the average Energy Use Intensity (EUI) in State-owned and managed buildings by at least 20% from a baseline average EUI of such buildings for State fiscal year 2010/2011.”
Greenhouse Gas Protocol Mobile Combustion Tool Version 2.6 was used to calculate Scope 1 Mobile Combustion.

Suny Oswego has a permit under the Environmental conservation Law(ECL) ID # 7-3542-00068/00002 .The NOx and SO2 air emissions were estimated using the emission factors provided in the SUNY Oswego State Facility Permit, along with actual annual fuel consumption.
