A brief description of how the institution meets the criteria:
Pursuant to the Act respecting contracting by public bodies and the government of Quebec’s collective enterprises initiative, Université Laval supports and encourages adapted enterprises and non-profit social organizations to the extent permitted by law. In accordance with the Act respecting contracting by public bodies, Université Laval encourages non-profits and adapted enterprises by signing negotiated contracts with them whenever possible when supply contract values fall under the call for tenders threshold ($25,000). What’s more, Section 5.9 of the university’s procurement policy authorizes Université Laval to grant a margin of preference of up to 10% of the tender value to non-profits and reinsertion enterprises with government of Quebec adapted enterprise status. This clause is exercised when market conditions permit. Université Laval evaluates its commitment each year and includes a performance indicator in its Annual Sustainable Development Report. In 2011–2012, for instance, Université Laval purchased from non-profit enterprises 13% of the time.
