The attached document is an example of the functional and technical program the university provides to design professionals as a framework for renovating campus buildings and bringing them up to code. The more detailed document is based on the Design Guide formally adopted by the university, and which has provided the framework for all construction and renovation projects at the university for the last five years. A brief description of the green building guidelines or policies and/or a list or sample of buildings covered:
Impacts on the surrounding site: To supplement the information in the Design Guide, which covers topics like tree removal, directives are also set out in the Université Laval Campus Master Plan for Land Use and Development and the Université Laval Campus Master Plan for Natural Heritage. Both documents were drafted by CAMEO (Development and Implementation Committee). CAMEO is an advisory committee that issues development project guidelines to the university.
Energy consumption: The Design Guide states all projects must comply with the university’s energy efficiency program.
Building-level energy metering: According to the Design Guide, all energy sources (electricity, cold water, steam) must be fitted with meters and connected to the university’s control system.
Usage of environmentally preferable materials: The Design Guide includes provisions on various materials, including paint which must be eco-friendly acrylic latex with no volatile organic compounds (VOCs).
Indoor environmental quality: The ASHERAE standards 62.1 on indoor environmental quality are mandatory in the Code du bâtiment du Québec (building code) and are extremely high. Consequently, Université Laval does not need to add any further guidelines. The standards specify, for example, minimum ventilation rates and other measures for new and existing buildings, intended to provide indoor air quality that is acceptable to human occupants and that minimizes adverse health effects.
Water consumption: As an example, the Design Guide states that all buildings must have an adequate number of accessible drinking-water fountains (connected to the municipal supply), in key locations. The guide also states that low-flow plumbing fixtures should be used.
Building-level water metering: The Design Guide states that all tap-water systems must include magnetic water meters with remote digital display.

To ensure compliance with all general provisions in the Design Guide and the more specific provisions in the functional and technical programs, Université Laval appoints a project manager to supervise work and follow up as needed. Université Laval uses the commissioning process for its projects. This quality assurance process is applied from design to delivery of the work. Université Laval uses ASHERAE Guideline 0.
