YEAR FOUR MOU BIKE PARKING PLAN COOK 6/30/10 One of the goals of the four-year MOU plan was to accelerate and complete the removal and replacement of the outdated, inefficient and inconvenient racks: roughly 100 such racks at 34 locations remain; nine of these are recommended for removal and replacement. Another goal of the four-year MOU was to identify existing lots needing additional parking space; about 25 such general fund locations are identified below. Fourteen locations without bike parking are recommended for new racks. There are roughly 20 locations where there is surplus bike parking and a rack can be removed and relocated for higher use elsewhere without creating a shortage; eight of these are new and on a “wait-and-see” list for fall ’10 usage counts. The bike parking MOU planners were also to consider funding “enhancements” in addition; such things as covered parking, secure parking (bike lockers, bike rooms and bike cages) and other bike-related facilities that would enhance and expand bike usage on campus. Toward that end, $50,000 of MOU funds has been allocated to “enhancements”: $35,000 to help offset cost over-runs on the second bike station building ($20,000 PTS & $15,000 E-Center) and $15,000 (E-Center) went to match H&DS funds for a canopy for a covered bike lot at the Arnett residence hall. Another $10,000 (E-Center) went to match H&DS funds for bike parking at H&DS locations. Over the course of the first three years of the MOU we found that the number of bike parking spaces on campus (now 9,775) is greater than the number of bikes in campus bike racks (6,532); we have yet to count or estimate the number of bikes parked indoors at the time of the census but have added a related question to the Campus Commuter Survey. Based on overall counts alone, it looks like we have enough bike parking on campus. However, a tour of campus (particularly at the start of fall semester when the weather is good) makes it clear that we still have areas where bike parking remains a problem. The campus standard is the Cora brand Expo rack – it comes in four sizes 10 (7510), 8 (4508), 6 (3606) & 4 (2704). See rack needs summary for MOU resources at the end. This would entail in-house emails, enforcement staff flyering mis-parked bikes, e-mail to building users, signs pointing out nearest racks, followed w/ citations and in-place impound. After review of this set of recommendations, we may need to add more E&E areas. Use inventory of spaces and census of number of parked bikes to calculate occupancy percentages for each lot. 2. ID all lots with 30% or lower utilization AND more than one rack. 3. Leave enough parking spaces for two times the observed number of parked bikes. 4. Recommend relocating a rack(s) only if it will leave room for twice the observed number of bikes. ABANDONED BIKES Spring bike census staff ID-ed 920 bikes as abandoned at census time; 440 of them were at HDS sites & 480 elsewhere; 33% were registered. If we can consistently reduce this number through higher registration rates and via PTS Enforcement’s more frequent flyering and impounding it will help substantially by opening up more spaces in existing racks to additional bike parking. LOCATIONS WITH PERSISTENT IMPROPER BIKE PARKING: ADD PARKING NEARBY &/or ADD EDU & ENFCMNT Approximately 375 bikes were counted in the census that were parked locked to a railing, lamp post, bench, sign, ash urn, tree, parking meter, etc. This generally is an indication of insufficient bike parking in the immediate vicinity. Lack of parking is often supplemented by the presence of some lockable feature that is closer to the desired destination than the nearest open bike parking. In some cases there are reasons why bike parking is not permitted in the vicinity, in these instances, the response may need to be an increase in enforcement (starting w/ warnings). Locations with racks suggested under “Additional Parking Needed” above are tagged with an asterisk (*) below. Locations under Housing and Dining Services jurisdiction are highlighted in light gray. New rack locations calling for racks not listed elsewhere are formatted in bold type. Southwest Hellems: railings. Over-full bike parking in the vicinity + convenient railing. One 7510 or two 4508s needed close-in here or an E&E campaign. 11. West side of ENVD building: railings, signs, light posts, etc. No bike parking in the vicinity. Add three 7510s north of central steps. ENVD officials blocked plans to add these racks this year, saying the improperly locked bikes were aesthetically preferable to bike racks. 12. Southeast entrance to MUS. No bike parking in immediate vicinity of the door, over-full bike parking nearby. Add three Cora Expo 3606s. 13. West entrance to Math: railings. No bike parking in the vicinity + convenient railings. Add two 7510s. 14. Northeast end of Engebretson Quad: railing. Nearby bike parking over-filled + convenient railing. There is no central "bicycle plan" which presumably would address the whole range of bicycle-related infrastructure and services. Topic might include circulation provisions/regulation, parking infrastructure and guidelines, enhanced service facilities such as showers or attended storage, programming such as bike sharing, maintenance and retail sales. At present, the university has a few planning processes to address bicycle parking infrastructure, bicycle parking impoundment, and non-motorized circulation (including skateboards). These processes may be consolidated into the university master planning process, which should generate a transportation micro-master plan.
