Public Access Policy Compliance

Purpose
Compliance with National Institutes of Health (NIH) Public Access Policy requirements.

Applicability
All investigators with NIH funding including subrecipient investigators and collaborators are responsible for ensuring that evidence of compliance is included in all NIH applications, proposals and report.

The NIH Public Access Policy applies to all peer-reviewed journal articles published on or after April 7, 2008 that arise from direct funding from an NIH grant or cooperative agreement. Principal Investigators (PIs) are responsible for making sure that all papers that are based on research from their NIH grants (whether they are an author of the paper, or not) are made available through PubMed Central. Compliance is managed in "My NCBI", a system managed by the National Library of Medicine, National Center for Biotechnology Information (NCBI).

A brief description of the open access APC fund:
In January 2021, the J. Willard Marriott Library entered into an open access read-and-publish agreement with Cambridge University press that allows allows any U of U faculty, staff, or student to publish open access articles in 380 journals without paying costly APCs. In addition, the Library has APC agreements with the Electrochemical Society (3 journals), Association of Computing Machinery (68 journals) and a 10% APC discount for MDPI journals.

NOTE

On August 25, 2022, the White House Office of Science and Technology Policy (OSTP) instructed federal agencies with research and development expenditures to make publications and research funded by taxpayers publicly accessible without an embargo or cost. Federal agencies were directed to update public access policies no later than December 31, 2025. In Fy2022 the University of Utah received a total $686 million in research funding with 69% of the total from federal grants, and 51% of the total subject to the NIH Public Access Policy.
