All University of Wisconsin institutions adhere to the DOA Procurement Manual and UW System Procurement Policies. This manual outlines state procurement policy on recycling, and supplier diversity. The supplier diversity program is intended to, “engage, encourage, and remove undue impediments, to promote participation of diverse suppliers in state purchasing.” This program includes guidelines for doing business with minority, women, and disabled veteran-owned businesses.

I. Orders awarded and contracts made by the state for materials, supplies, equipment and contractual services, are awarded to the lowest responsible bidder, taking into consideration life cycle cost estimates if applicable. When life cycle cost considerations are used, the bid selected may not be the lowest initial cost bidder. II. The life cycle cost formula includes, but is not limited to, the applicable costs of energy efficiency, acquisition and conversion, money, transportation, warehousing and distribution, training, operation and maintenance, and disposition or resale. III. When life cycle costing is appropriate, the criteria to be applied is incorporated into the solicitation of bids or proposals. Contractors are encouraged to work with authorized end-users to replace non-Green certified chemicals with Green certified (Green Seal, Ecologo, or EPA Dfe certified) cleaning chemicals through product testing processes. Contractors are also expected to provide end-users with current cleaning methods and techniques for using Green Certified cleaning chemicals. TRAINING: Contractor is encouraged to provide advice to end-users about efficient and economical solutions to cleaning problems. Contractor is encouraged to keep end-users updated on the latest Green Certified (Green Seal, Ecologo or EPA DfE certified) products within their category of award. The Bureau of Procurement is committed to expanding the Green Certified (Green Seal, Ecologo or EPA DfE certified) product lists for all Tier 1 categories. To this end, awarded vendors are encouraged to work with end-users in performance testing processes of Green Certified sample products to replace non-green products. PRICING: Bidder shall submit a percent discount off of a dedicated Green Certified (Green Seal, Ecologo and/or EPA DfE certified) manufacturer’s catalog or list prices. Bidder will also submit the publication number and date of the price lists that discount is derived from. Upon award, Bidder must provide documentation of their company’s price lists.

The Sustainability in Procurement Policy (https://doa.wi.gov/ProcurementManual/Documents/PRO-209.pdf) is intended to “to promote development of contract specifications that minimize the generation of solid waste and increase recyclability, and to establish procedures to follow in purchasing goods with recycled content. This policy includes guidelines on how to develop product specifications and bidding processes that incorporate requirements for recycled materials and recovered materials (when technically and economically feasible). This policy applies to: Paper and paper products Plastic and plastic products Glass and glass products Motor oil and lubricants Construction materials, including insulating materials Furnishings, including rugs, carpet, and furniture Highway equipment, including signs, signposts, reflectors, guardrails, lane dividers, and barricades

Contractor shall provide energy efficient devices that meet the following, as applicable: - Equipment shall meet applicable Energy Star standards. - Monitor screens shall not emit electrostatic and electromagnetic radiation. - All Products capable of meeting Energy Star low-power enabled features shall be shipped with the Energy Star low-power feature activated or enabled unless otherwise agreed upon by the State. - Products shipped without the Energy Star seal affixed to the Product shall include the manufacturer’s certification specifying that such Products are Energy Star compliant.  7.2 New and Updated Equipment Requirements



  • Energy efficient or energy star rated equipment is desired. 

  • Current industry sustainability measures and standards should be implemented within this program


Recycling Fee:



  • The beverage vendor shall assist in the funding of campus recycling programs directly related to the work level of recycling costs caused by product usage. An annual payment of $5000 shall be made to the university at the commencement of the contract and at the anniversary date each year of the contract thereafter.


Recycling: 



  • The contractor shall comply with University and State policies and procedures related to recycling of waste materials, purchase of recycled materials, and participate in required waste separation programs for materials, generated by the vending program.
    The University is committed to a comprehensive recycling program. Contractor may be asked to participate in experimental/pilot recycling projects during Contract term and is encouraged to cooperate fully.


Plastic Water Bottle Ban



  • Vending machines shall not sell or dispense plastic bottles of water. Instead aluminum canned water must be used as a replacement
