A brief description of the policies and/or guidelines to improve outdoor air quality and minimize air pollutant emissions from mobile sources:
WSU has an idle free policy. Policy 5-49 prohibits idling for more than two minutes on any WSU campus. The policy in its entirety can be found at: http://www.weber.edu/ppm/Policies/5-49_IdleFreeZones.html
Also, as WSU implements its climate action plan, the university will be improving air quality through the electrification of our fleet and buildings and sourcing the energy from renewable sources. Per WSU's Energy Savings and Investment Plan, we intend to transition buildings over to variable refrigerant flow mechanical systems supported by ground source, solar, and wind. Over time, WSU will decommission the steam plant which currently uses natural gas to provide district heat. The ESIP can be found at: https://www.weber.edu/sustainability/reports.html

A brief description of the methodology(ies) the institution used to complete its air emissions inventory:
VOCs were documented under "other standard categories of air emissions identified in permits and/or regulations." WSU's significant sources of stationary emissions come from the central campus heat plant and the stand alone boilers in the buildings not connected to the central plant. Also, WSU has emergency generators that use diesel. WSU follows Utah Department of Air Quality standards and protocols for conducting its air emissions inventory. These inventories are audited by the DAQ.
