This is the equivalent of OP credit 26 in the Phase 1 report. Evaluation of the credit is now based on the number of fleet vehicles that are alternatively fueled and/or powered rather than being based on the amount of CO2 emissions per vehicle mile traveled. WWU still doesn't do this, so the response is the same.
